The High Council of Montebianco is a small group of councillors who advise the Prince-Sovereign of Montebianco on matters pertaining to the state and their areas of expertise. The Council is headed by the Prince-Sovereign who is the only member who can make council decisions into law. In his absence, the role would fall to the Princess, the heir, or some other regent. Councillors are given offices all around Serrentino and meetings are generally held in the palace.

| Lord Confessor | Responsible for the discovery of plots and finding, torturing of, and executing of, their backers. |
| High Priest | Responsible for representing the Sotiran faith on the High Council. |
| First Blade | Leader of the Royal Blades. Responsible for the security of the council, palace, and ruling family. |
