Irulan Velisario was the youngest daughter of Baldassare Velisario. On the presumed death of her brother, Nicodemos, Irulan wore exclusively black mourning clothes. During the regency and reign of Berenike Garantia, Irulan sensed that Berenike was losing her mind and sought assistance from the Heliarch Innocentius Aurelius. At some point, she was betrothed to Enrico di Gonzaga, son of Lodovico di Gonzaga. Irulan Garantia worked with Manuel Parapinakes and had Garantinople open its gates for the army of the Sayyid.
It is not known what happened to Irulan after the Imperial Civil War ended.
