Irulan Velisario was the youngest daughter of Baldassare Velisario. In 874 AIC, she was betrothed to Enrico di Gonzaga, son of Lodovico di Gonzaga.
On the presumed death of her brother, Nicodemos, Irulan wore exclusively black mourning clothes. During the regency and reign of Berenike Garantia, Irulan sensed that Berenike was losing her mind and sought assistance from the Heliarch Innocentius Aurelius. Irulan Garantia worked with Manuel Parapinakes and had Garantinople open its gates for the army of the Sayyid.
After the Imperial Civil War ended, Irulan left Garantinople and likely lived with the di Gonzaga's in Pontica
