High Council of the Free People of Azurien

The High Council of the Free People of Azurien is the government of Azurien and unites the executive and legislative power. The council has resides in Tel Aldnium in the Hall of the People.

According to their relative population every province elects a number of wise men and women for a minimal period of 3 years. Every member is elected individually and everyone is part of the council until new candidates are up for their seat. The eldest member of the council usually runs the sessions as its chairman. The high priest has also one seat at the council, he has no vote, but is a counsellor.
Currently there are 77 seats plus one for the high priest.

Every member of the council can bring in a draft bill and the council can debate, amend and vote on it. If a bill gets a two-third majority at a vote it becomes a law. The council also nominates the ressorts, such as the ministry of trade or the department of the navy and has policy-making power.

The military, usually organized by the ministry of defense and the department of the Azurian Navy, is not bound by an oath to the state or the government, but pledges allegiance to Azura.

Laws and policies apply to every province of Azurien, but trade and tresury regulations do not apply to autonomous provinces.
